Experience


Fire fighting:

Has professional qualifications in fire fighting that had been adequately complemented with actual fire ground operations.  During his 31 years of service, he had assumed front-line command of numerous fire and rescue missions.  For extraordinary performance and bravery during the Hotel New World operations, he was decorated by the State with the Public Service Medal.

He undertook a scientific research to determine the application of water mist in fighting vehicular and domestic fires.  This resulted in the design of a mist fire fighting system for front-line applications.  He was also a member of the team that designed the Red Rhino fire fighting vehicle uniquely deployed in Singapore.


Conceptual planning:

Puniamoorthy has years of experience in developing and implementing long-term strategic plans.  As Head of Planning Dept, he developed the overall master plan and implemented the build up of civil defence capabilities for Singapore.  In 1989, the then Civil Defence Force and Fire Services were integrated to form the current Singapore Civil Defence Force (SCDF).  He was the secretary of the Ministerial Steering Committee that designed and structured the changes.

He undertook a “Gap Analysis” study that ultimately determined the number of fire stations and fire posts needed to provide optimum fire and ambulance services coverage for Singapore.

Operational planning:

He has extensive experience in emergency operations, staff work and training, having served as Senior Director (General Staff), Director of Operations, Director of CD Academy, and Commander of CD 1st Division.

He had led multi-agency operational planning teams to develop contingency plans and deploy operational standby forces for major international events such as the World Trade Organisation Meeting, World Bank & International Monetary Funds Meetings, ASEAN Forum and Formula One Race.

His approach in designing realistic exercise scenarios is unique.  Thus, he had been entrusted to plan and conduct some of the key nation-wide emergency response exercises, involving about 23 emergency agencies.  Examples include the ASEAN Regional Disaster Emergency Response Simulation Exercise (ARDEX) in 2007 and Exercise Northstar V and VI in 2006 and 2008.

In Mar 2009, he was selected for an UNDAC mission in Cambodia.  His operational experience helped to spot the gaps in the emergency response systems and recommend appropriate capacity building measures.  Also involved in the EU Disaster Response Mechanism in Bulgaria and Cyprus in April 2013.


Training:

He has deep understanding of training requirements and how to design the programmes to meet specific needs.  His academic knowledge of Training Needs Analysis, Course Management Plans, Key Performance Indicators, Balanced Scorecard and Training Evaluation Systems had helped in the design of several new training curriculum and programmes for the Civil Defence Academy.  As Director of the Academy, he delivered quality training for both local and overseas participants and organisations.

Public-Private Participation:

His knowledge of work in the private sector came in handy, when SCDF planned to involve the private sector in the provision of emergency ambulance service.  The pre-PPP stage included defining the scope of involvement, the level of training and competency of the private sector paramedics, the KPIs, the deployment locations and the cost-structure.  This PPP will be launched in April 2009.

Member of the transformation team that springboard SCDF from a fire fighting service to nationally and internationally recognized lives saving organisation capable of managing major incidents in Singapore, with the capacity to deploy specialized resources for international disaster relief missions under the INSARAG system.

General Experience

I retired in 2009 as Senior Assistant Commissioner of Singapore Civil Defence Force (SCDF) after 31 years of service. I was responsible for the provision of incident management; fire fighting; emergency ambulance service; fire prevention; and public safety education for the people of Singapore.

I was also accountable for the integration of 18 emergency response organisations/agencies under a unified Incident Management System for response to mitigate major disasters in Singapore. As the Exercise Director, I organised 2 nation-wide exercises code-named Exercise Northstar V and VI.

My responsibilities then also included the training, operational deployment and management of SCDF USAR Team for overseas disaster relief missions. Also developed the SCDF liaison mechanisms with INSARAG, UNDAC, Asia-Pacific Humanitarian Partnership (APHP), USAR Team Leaders Meetings and ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre).

Conducted emergency response preparedness studies for Dubai (2007); Cambodia (2009) and Kenya (2010)

Since June 2010, I am employed as an Expert by Abu Dhabi Police. I assist to develop emergency response capabilities, enhance training capacity and upgrade operational support systems for UAE Civil Defence.
